SCOTT AIR FORCE BASE, Ill. —
Scott Air Force Base has recently finalized a new collective bargaining agreement to establish updated rights, responsibilities, and working conditions for bargaining unit employees, the Union, and management. This agreement clarifies important provisions such as seniority for overtime selection, employee rights during disciplinary examinations, and updates to the grievance procedure.
To help both civilian employees and supervisors become familiar with these updates, Scott AFB’s Civilian Personnel Section, in collaboration with the National Association of Independent Labor Local 19, will be hosting orientation sessions in the coming weeks.
The negotiation process concluded with the signing by Col. John Poole, 375th Air Mobility Wing commander, and Peter Cantwell, NAIL Local 19 President, following DoD approval of the agreement on September 27, 2024. Scott AFB’s management representatives included Janet Grissom and Michael Dixon of the 375th Force Support Squadron, Jeremy Vasquez of the 375th Contracting Squadron, and Daniel Eads from HQ AMC/A6. The union was represented by attorney Claudia Lynch, NAIL Local 19 President Peter Cantwell, Executive Vice President Neil Thurston, and First Vice President Alan Winter. Negotiations took place over three sessions held on January 23-25, March 4-8, and September 11, 2024.
NAIL Local 19 serves as the exclusive representative for Scott AFB’s appropriated fund employees within the bargaining unit. Employees can verify their status by referring to the Bargaining Unit Status code on their SF-50 Notification of Personnel Action or at the top of their Personnel Document; a code of 2264 indicates bargaining unit membership.
